Plans to create new HMO in Wrexham backed for approval despite warning over parking problems

PLANS to create a new house in multiple occupation (HMO) near Wrexham town centre look set to be approved, despite concerns it will add to parking problems.
An application was submitted in October to turn a three-bedroom house on Oxford Street into five bedsits.
Objections have been raised against the proposals ahead of them being considered by councillors next week because of the lack of parking spaces on the road.
Wrexham Council’s highways department has recommended refusal because of the “significant” demand for parking in the area.
However, the local authority’s chief planning officer has gone against their advice and is asking planning committee members to approve the scheme.
In a report, Lawrence Isted disputed claims that that it would make the parking situation worse.
He said: “The potential for car ownership at a site depends very much upon the locational convenience of the HMO.
“In this case, it is close to the town centre, and the bus and railway stations are not far away.
“Thus, the property would be in a suitable location for tenants who rely on walking, cycling and public transport, a situation supported by Welsh Government policy which encourages reduced reliance on the private car.
“The change of use to HMO would be likely to be no worse than neutral so far as private car use is concerned in comparison with use of the property as a family dwelling.
“I do not consider it would materially affect the present level of on-street parking or increase the risks to pedestrian and highway safety.
“I am satisfied that the proposal is considered an acceptable use of the dwelling.”
Planning guidelines advise that the maximum number of parking spaces required for a five-bedroom HMO is four, compared to three for the existing house.
The proposals will be considered by the committee at a meeting on Monday.
